Implementing the 7-S can be challenging especially without the buying in of staff and management. How can these people best be involved for a swift strategic change?

  How to make People Own the 7S's

The best way to get people to "own" 7S is to ask them to describe how they see each of the 7 S's operating in your organization. There are many creative ways to get the data visible. My guess is not everyone has the same view of what is going on or cohesive expectations of where the organization needs to be going.
Use the 7 S's as a diagnostic first. Take the data a have cross functional groups create the future 7 S's they need to achieve. 7 S's is a foil for deep conversation and building agreements. Buy in only gets you half way, ownership of the process gets collaborative action to achieve.

For success, it is critical to take into consideration key concepts of change management like stakeholder analysis and mapping as well as change management models like ADKAR Model, Lewin's model, Kotter's 8 phases etc in order to get the buy-in as well as develop appropriate strategies to deal with resistance in your particular situation. Furthermore, it should be noted that while all the 7S' need to be considered holistically, they don't all need to change at the same time and at the same extent. All the best.
